This page is an index of MPSC question papers published between 2019 and 2021, plus how to download the official PDFs, sit them as timed tests, and keep the files usable. MPSC runs many recruitments; this is that release window, not every paper the Commission has ever set.
The files belong on mpsc.gov.in. Use the tables to know what to search for, then download from MPSC so you get the sitting paper, not a retyped copy.
What this 2019–2021 set covers#
“MPSC question paper PDF” usually means State Services (Rajyaseva) Prelims. This index also includes engineering, Group C, Forest Services, judicial, and screening papers from the same publication window.
Split:
- State Services Prelims 2019 and 2020 — Paper 1 (General Studies) and Paper 2 (aptitude / CSAT-style). This is the core set for Deputy Collector, DSP, and other Rajyaseva posts.
- Maharashtra Engineering Services — Combined Prelims 2020, plus Civil and Electrical Mains 2019 Paper 1 and Paper 2.
- Group C Services 2019 — Combined Paper 1, then post-specific Paper 2 for Tax Assistant and Clerk-Typist.
- Forest Services Mains 2019 — Paper 1 and Paper 2.
- Civil Judge (Junior Division) and JMFC — Prelims 2020 and Mains 2019 Paper 1 and Paper 2.
- Screening tests — Livestock Development Officer (Gr-A) and an MCGM Assistant Commissioner / Ward Officer paper (exam year 2011, published again in 2021).
If you are aiming at PSI, STI, or ASO, also use the later Combined Group B paper on MPSC Combine question papers. That 2021 prelims PDF is a different recruitment from Rajyaseva.
How to download official MPSC PDFs#
Skip Telegram dumps first. MPSC posts question papers and answer keys as separate PDFs. The site is a JavaScript app, so submenu bookmarks break after redesigns. Start from the homepage.
- Open https://mpsc.gov.in/.
- Under Candidate Information, open Previous Question Papers.
- Search or use in-page find (
Ctrl+F/Cmd+F) for the exam name in the table below — for exampleState Service PreliminaryorGroup-C. - Download the question paper. Then download the matching final answer key if it is listed (often a second file, published later).
- Save with a clear name:
mpsc-rajyaseva-prelims-2020-paper-1.pdf, notDocument(3).pdf.

If a row below shows two dates for the same paper (2020 Prelims Paper 1 appears on both 24 March 2021 and 31 May 2021), treat that as a re-upload, not two different exams. Keep the later file if the sizes differ.

Paper 1 is GS. Paper 2 is aptitude. Practice both; a strong GS score does not save you if Paper 2 is qualifying that year. Confirm the live scheme on the Rajyaseva syllabus and the 2025 pattern notes.

Group C Paper 1 is the shared paper. Paper 2 is post-specific — Tax Assistant is not the Clerk-Typist paper. If you are targeting Tax Assistant now, pair 2019 Paper 2 with the later guide on MPSC Tax Assistant prep.
How to actually use the PDFs#
Downloading 20 files and never timing yourself is collecting, not practicing.
First pass (untimed). Mark each question known / unsure / unknown. Map unknowns to a chapter, not to “GS.” Maharashtra geography, state schemes, and Marathi-medium facts show up more here than in UPSC prelims.
Second pass (exam clock). Sit Paper 1 in two hours, in the language you will use on the day. Score with the official key, not a coaching screenshot.
Error log. One line per miss: topic, why (gap, misread, silly), what you will revise. After three papers the repeats appear — Panchayati Raj in Maharashtra, state economy, social reformers, CSAT-style DI.
Language. Many official PDFs are bilingual or Marathi-first. If you will write Mains in Marathi, practice Prelims in Marathi even when English is easier on a phone.
Engineering, Forest, Group C Paper 2, and Civil Judge Mains are a different skill from Rajyaseva Prelims MCQs. Use them only if that is your post. After the later descriptive shift, old objective mains are a weak model — read MPSC new pattern 2025 first.

Keep the PDFs usable on a phone and a printer#
Official scans are often 15–40 MB, sometimes split by language. Fine for storage, painful for WhatsApp or a print shop.
- Merge Paper 1 + Paper 2 + the answer key into one sitting file with Merge PDF. Name it by exam and year.
- Split if you only want to print GS and leave CSAT on screen: Split PDF.
- Compress before you email a mentor or upload to Drive. Use Compress PDF and pick a balanced preset so Marathi text does not turn into gray mush.
- Mark mistakes on a copy, not the master, in Edit PDF — circle the option you marked, add a one-line note in the margin.
- If a print shop needs images, PDF to JPG is cleaner than screenshotting a phone.
Do not crush maps and option letters. If a page is already a photo of a photo, go back to the official download.
After you score a Combined paper, check cutoff trends. For later cycles, use the MPSC 2025 exam calendar.
These papers will not show current vacancies, negative marking, or a 2026 cutoff — read the latest advertisement on mpsc.gov.in. A 2019 Tax Assistant Paper 2 is not a Rajyaseva GS mock. If MPSC posted a first key and a final key, score on the final one.

2. Are 2019–2021 MPSC papers still useful after the pattern change?#
Yes for Prelims topic mix, Maharashtra GS, and CSAT-style timing. Be careful with Mains: Rajyaseva later moved toward a more descriptive, UPSC-like mains. Use current notifications and the pattern explainer so you do not practice the wrong skill.
3. Is there one PDF with all MPSC papers?#
No reliable official “all papers 2019–2021” bundle. MPSC publishes per exam. Merging the papers you need (one post, one year) is better than a 200-page mixed pack. Use Merge PDF after you download from the official list.
4. Do these papers include answer keys?#
Often as a separate PDF on the same Previous Question Papers list, sometimes weeks later. Match advertisement number and paper name. Coaching keys are a backup, not the scoring authority.
5. Which paper should a Rajyaseva beginner start with?#
State Services Prelims 2020 Paper 1, timed, then 2019 Paper 1, then both Paper 2s. Add Combined / Group C papers only if that is your backup exam. Keep a book list from MPSC books by toppers next to the error log, not a new PDF every weekend.
