CJP Protest: Police Vehicle Ran Over Girl? Viral Claim, Facts & What to Do

After the Cockroach Janta Party (CJP) Sansad Chalo march on 20 July 2026, Instagram and other platforms filled with clips of tear gas, batons, and injured students. One widely shared claim is that a police vehicle ran over a girl during the crackdown in central Delhi. This page separates the viral claim, what hospitals and wire reports actually say, what official fact-checks have rejected, and what should be done now — without treating a social-media caption as a finished court finding.

What is confirmed vs still open#

Confirmed or widely reported#

  • On 20 July 2026, CJP’s Parliament-bound march faced barricades, tear gas, and baton charges after prohibitory orders under Section 163 BNSS in New Delhi district.
  • Wire and hospital reporting: a young woman injured during the police action was put on ventilator support at Ram Manohar Lohia (RML) Hospital. Arvind Kejriwal and others who visited RML said one girl remained in ICU / critical while most other injured students and police had been discharged (Times of India / PTI).
  • Hospital load was high: sources told The Hindu that dozens of injured people reached RML and Lady Hardinge during the day.
  • Delhi Police said ~118 police personnel and ~60 protesters were injured, alleged stone-pelting and vehicle vandalism, and registered cases.
  • PIB Fact Check labelled claims that a young girl died on the spot during the march as FAKE. No protest-related death was confirmed by authorities.

Still open (as of this writing)#

  • Was the RML patient’s injury caused by a police vehicle, a fall, a baton, a crush in the crowd, or something else?
  • Has an FIR specifically alleged “vehicle ran over girl,” with vehicle number, driver, and CCTV?
  • Is the Instagram clip continuous, time-stamped, and geolocated — or a short fragment that can mislead?

Until those answers exist, responsible coverage says alleged vehicle injury, and keeps the ventilator patient as a separate, reported medical fact.

CJP, police, and NHRC — three tracks#

What CJP alleged#

CJP founder Abhijeet Dipke and spokespersons accused brutal force: fractured heads, a teenage girl beaten by a male officer, attempts to drag Gitanjali Angmo from a tempo, and volunteers beaten or dragged. Dipke also visited injured students and said a girl was in critical condition at RML after the lathi-charge.

What Delhi Police said#

Police framed the day as barricade breach + violence, listed their own injuries, and used fact-check posts to call several viral claims false — including posts about a 12-year-old girl’s “broken head” and targeted assault on Angmo. Denial of those posts does not automatically close every other clip. It does mean readers must match claim to evidence.

What NHRC did#

Taking a complaint that a 12-year-old girl was injured in the march, the National Human Rights Commission (NHRC) sought an inquiry and directed authorities to ensure medical care. That is an institutional paper trail — not a conviction, and not the same as confirming a vehicle-ramming case.

What the Constitution and law require#

Police may restore public order. They do not get a free pass to crush people under vehicles or use force beyond what is necessary.

Article 19 — peaceful assembly#

Article 19(1)(b) protects peaceful assembly without arms. The state may impose reasonable restrictions for public order near Parliament. Clearing a prohibited march is one thing; disproportionate force that causes grievous hurt is another. Plain map: Protest Rights: Articles 19 & 32.

Article 21 — life and dignity#

Article 21 protects life and personal liberty according to procedure established by law. Courts read this to include dignity and freedom from arbitrary state violence. A proved case of a state vehicle causing grievous injury to a protester raises a serious Article 21 question.

Article 14 — no arbitrary force#

Article 14 bars arbitrary state action. Force that looks punitive rather than necessary can be challenged as unequal and unfair.

Remedies — Articles 32 and 226#

Article 226 (Delhi High Court) is the usual first court stop for inquiry directions, CCTV, medical records, and protection. Article 32 (Supreme Court) remains available for fundamental-rights enforcement. Explainer: Article 32 and CJP.

Using a vehicle as a weapon — if proved — is not “minimum force” under dispersal powers. Causing death or grievous hurt by a negligent or rash act also attracts criminal law (including provisions under the Bharatiya Nyaya Sanhita for rash/negligent driving and hurt). Exact sections depend on the charge sheet; that is for investigators and lawyers.

What should be done now (rules / checklist)#

If you are the injured girl / her family, a witness, or a citizen who wants accountability without mob justice, follow this order.

1. Preserve evidence first#

  • Download the original Instagram / phone video (not only a screen recording of a screen recording)
  • Keep the permalink: instagram.com/p/DbCIiJ8TRSv/
  • Note time, place, direction of travel, vehicle type / number if visible
  • Collect other angles from bystanders
  • If injured: get / copy the MLC, admission papers, CT / MRI reports, and ICU notes from RML or any treating hospital

2. File a clear FIR — one incident, one narrative#

Ask for registration of a complaint that states:

  • Who was hurt (name, age, contact)
  • Where and roughly when
  • That a police / security vehicle allegedly struck or ran over her
  • Attach the clip and hospital papers

If the local station refuses, approach a magistrate. Name a driver only if identification is clear; otherwise describe the vehicle and attach video. Vague “all police are killers” posts do not replace an FIR.

3. Demand CCTV and vehicle logs#

Through counsel or court, seek:

  • CCTV from the stretch (Janpath / Parliament Street / nearby junctions)
  • Vehicle deployment logs and driver roster for that hour
  • Body-worn camera if any
  • Independent video forensics (speed, contact, whether the person was already on the ground)

4. Use NHRC / Delhi human-rights routes#

NHRC already moved on a child-injury complaint. Families can file or join with:

  • Hospital records
  • Timeline
  • The Instagram URL and hash of the file if possible

Commissions recommend inquiry and relief; they do not replace criminal trial.

5. Court route if needed#

Lawyers may move the Delhi High Court under Article 226 for:

  • Directions to investigate the vehicle claim
  • Protection of the patient and witnesses
  • Production of CCTV and medical records
  • Transfer of investigation if bias is alleged

Do not paste a viral “sample PIL” from Telegram. Wrong facts destroy good cases.

6. What the public must not do#

Don’tWhy
Share “girl died” forwardsPIB already marked on-the-spot death claims FAKE
Merge slap video + Angmo claim + vehicle claim into one storyCourts need one incident at a time
Doxxing / threats against random officersIllegal; weakens the victim’s case
Edit the clip to invent a hitForensic experts will notice; credibility dies
Attack hospital staff onlineThey treat both students and police; focus on records

How this fits the bigger CJP story#

  1. Three demands — Pradhan’s resignation, ₹1 crore for NEET suicide families, Wangchuk’s release
  2. Monday crackdown — tear gas, batons, hospitalised students, viral force videos
  3. Tuesday politics — Congress sit-in near the PM residence and Rahul Gandhi’s detention
  4. Sister clipalleged slap video naming Sandeep Lamba

Student injury and police accountability are constitutional questions. Party politics outside Lok Kalyan Marg is a separate layer. See: CJP’s 3 Demands.

FAQs#

1. Did a police vehicle run over a girl during the CJP protest?#

That is a viral allegation backed by circulating video. It is not yet a court-verified finding in public reporting. Separately, a young woman injured in the police action was reported on a ventilator at RML.

2. Did a girl die in the protest?#

No confirmed death. PIB Fact Check called on-the-spot death claims FAKE. Do not share those posts.

3. Is the RML ICU patient the same person as in the Instagram vehicle clip?#

Not publicly established. Do not assume one face in a viral video equals the named hospital patient without family / hospital confirmation.

4. What should citizens do right now?#

Preserve original video, support an FIR + medical paper trail, push for CCTV, use NHRC / High Court through lawyers if needed, and refuse death rumours.

5. Where should I follow primary updates?#

CJP: @cockroachjantaparty · Delhi Police / PIB fact-check handles for official denials · Hospital / court updates for the injured student’s status.

Conclusion#

The claim that police ran a vehicle over a girl during the CJP Sansad Chalo crackdown is serious and must be investigated with video, CCTV, and hospital records — not only outrage. What we can say today: a young woman was reported critical on a ventilator at RML; death rumours are officially fake; NHRC has already moved on a child-injury complaint; Delhi Police deny several other viral assault posts. The rule going forward is simple: preserve evidence, file a precise FIR, demand independent inquiry, use Articles 21 / 226 / 32 through counsel, and never amplify a false death.
