UPSC Age Limit, Attempts and Eligibility: What to Check Before You Apply

“UPSC age limit” and “how many attempts in UPSC” are among the first searches a student makes. The answers sit in the Civil Services Examination rules for that year, not in a coaching reel. This note follows the CSE 2026 notification published by the Union Public Service Commission. If you are applying for CSE 2027, read the 2027 notice when it is uploaded. The pattern has been stable, but only that notice is the rule for that attempt.

Age, attempts, and a degree are checked together. You can be inside the age limit and still be out of attempts. You can have attempts left and still be too old on the cut-off date. You can be eligible for the written exam while your final-year result is pending, and then lose the interview if you do not upload proof in time.

Age is counted on 1 August, not on the exam day#

For CSE 2026, a candidate must have turned 21 and must not have turned 32 on 1 August 2026. In birth-date terms, the notice says the candidate must have been born not earlier than 2 August 1994 and not later than 1 August 2005.

That is the general and EWS upper limit: 32 years on that August date. The Preliminary exam being in May does not shift the date. A birthday in September does not give you an extra year for that examination.

The upper limit is relaxable, in the way the notice spells out:

  • Scheduled Caste or Scheduled Tribe: up to 5 years (37 years on 1 August 2026).
  • Other Backward Classes, where the candidate is eligible for OBC reservation: up to 3 years (35 years).
  • Persons with Benchmark Disability, in the categories listed in the notice: up to 10 years.
  • Ex-servicemen and certain disabled defence personnel: relaxations of 3 or 5 years, subject to the conditions and certificates in the rules.
  • SC, ST, or OBC candidates who also qualify as ex-servicemen or PwBD can get cumulative relaxation under both headings.

Proof of age is the date on the Matriculation or equivalent certificate described in the notice. Horoscopes, municipal extracts, and affidavits are not a substitute. Once the date of birth is in your Universal Registration Profile, the rules say it will not be changed for a later Commission exam. There is no general relaxation beyond the clauses in the notice.

For a 2027 attempt, expect the notification to name its own cut-off, which in recent cycles has been 1 August of the exam year. Do not calculate a 2027 birth-year window from the 1994 and 2005 dates above. Those dates belong only to 1 August 2026. The CSE 2027 start plan tells you when that notice is due. Eligibility still comes from the notice, not from the calendar.

How many attempts you get#

Every candidate who is otherwise eligible gets six attempts at the Civil Services Examination. Relaxation applies to SC, ST, OBC, and PwBD candidates who are otherwise eligible. Read from the CSE 2026 rules:

Attempts are also limited by the age limit and by Rule 12 of the Civil Services Rules, 2026. Unlimited does not mean you can appear after the upper age. It means the attempt cap is not what stops you. Age is.

EWS candidates do not get extra attempts. The category changes fees and reservation. It does not move you from six attempts to nine. OBC candidates get nine attempts only if they are eligible to claim OBC reservation. A certificate that the rules do not accept will not create those extra attempts at the time of scrutiny.

What the Commission counts as an attempt#

This is the line students misread.

An attempt at the Preliminary Examination is an attempt at the Civil Services Examination. If you appear in any one paper of Prelims, the Commission treats that as an attempt. You do not get a free pass because you skipped Paper II, left after the first hour, or later found that your form had a defect.

If the candidature is cancelled or you are disqualified afterwards, the appearance still counts. Filling the application and then not going to the centre does not, by itself, meet the “actually appears in any one paper” test. Appearing in a paper does.

Plan scarce attempts. A general-category candidate who sits Prelims six times is done, even if Mains never happened. Sitting “just to see the paper” is a full attempt.

The degree rule, including final-year students#

You need a graduate degree from a university incorporated by a central or state Act, an institution established by an Act of Parliament, a deemed university under Section 3 of the UGC Act, 1956, or an equivalent qualification recognised as the notice describes. A professional qualification that the Government treats as equivalent to a professional degree also fits.

Final-year students, and candidates who have sat the qualifying exam but do not have the result yet, may apply for the written stages. If the Commission calls you for the Personality Test, you must produce proof of passing within the time in the rules. Accepted proof is what a university normally issues after declaring the result: degree certificate, final marksheet, or provisional degree certificate. For MBBS, BDS, veterinary science, and similar courses, proof that the internship is complete is also required.

A candidate who has passed the final professional medical exam but has not finished internship by the application date can be admitted provisionally, with a university certificate that the final exam is passed. At the interview, the original degree or a certificate that all requirements including internship are complete has to be produced.

If you are called for the CSE 2026 Personality Test, the written-result window is 15 days. You must upload the proof on the portal or the candidature is cancelled and no e-summon is issued. Details are in what to do after Mains 2026.

Who is barred even if age and attempts remain#

A candidate already appointed to the Indian Administrative Service or the Indian Foreign Service on an earlier CSE, who is still a member of that service, cannot appear in CSE 2026. The notice also covers appointment to IAS or IFS after Prelims, or during Mains before the result. In those cases the candidate is not allowed to continue to the next stage or to be considered for appointment, as the relevant paragraph states.

Nationality is a separate test. IAS, IFS, and IPS require Indian citizenship. Some other services allow further categories listed in the notice, and only with an eligibility certificate from the Government of India. Read that paragraph in the notification before you rely on a summary.

Fees and the form#

For CSE 2026, the Prelims fee is Rs 100. Candidates admitted to Mains pay a further Rs 200 during a 10-day window after the Prelims result. Women, SC, ST, and PwBD candidates are exempt. Payment is online, through the methods listed in the notice.

There is also a mandatory 10-day window after the Prelims result. Qualified candidates must log in at upsconline.nic.in, update or reconfirm details, submit the form, and pay the Mains fee if it applies. If you do not, you are not allowed into the later stages, and the Commission will not generate the Mains e-admit card.

Keep category, EWS, and disability certificates ready in the format the notice asks for. A document that is right in substance and wrong in format still fails scrutiny. Scan clean copies. If a file is too large for the portal, compress it with the compress PDF tool and check that the text is still readable.

How to check your own case#

Write the date of birth from the matriculation certificate. Count your age on 1 August of the year named in the notice. Apply only a relaxation you can document. List every Prelims in which you sat at least one paper, and match that count to the table. Confirm the degree, or the plan to produce proof if you are in the final year. If you are already in the IAS or IFS, stop.

If two clauses seem to apply, or a court order sits on your category certificate, use the notification PDF and the Commission’s helpline for that application window. A blog cannot see your certificate.

FAQ#

Is the upper age 32 on the day of Prelims?#

For CSE 2026 it is 32 on 1 August 2026, for candidates without a relaxation. The exam date does not replace that cut-off.

Do EWS candidates get nine attempts?#

No. In the CSE 2026 rules, EWS candidates have six attempts, the same as the general category. OBC candidates have nine. SC and ST candidates have no attempt cap, subject to the age limit.

If I attend Prelims and walk out, is it an attempt?#

If you appeared in any one paper, yes. Later cancellation of candidature does not erase the attempt.

I am in the final year. Can I fill the form?#

Yes, for the written exam, if the rest of the eligibility fits. If you reach the interview, you must upload proof of passing inside the window the rules set. Without that proof, CSE 2026 cancels the candidature.

Before you open the application#
