UPSC Current Affairs for Early October 2026: What to Note

“UPSC current affairs today” is a daily search, and in the first week of October 2026 it has a clear reason. Mains 2026 is over, so interview candidates need opinions. CSE 2027 starters need a file that begins now, not in April. Both groups lose marks the same way: they save headlines and never attach them to a GS paper.

This note uses themes from The Indian Express UPSC Key of 3 October 2026. It is a study map. It is not a substitute for the paper or for official text. Facts below are attributed to that report. If a later correction appears, follow the newspaper and the primary source.

How to write one item so you can revise it#

Use the same six lines for every story you keep:

  1. What happened, in two sentences.
  2. Which GS paper and syllabus line it touches.
  3. The static concept hiding under the news (Article 324, El Niño, Satyagraha, Black Sea trade).
  4. Who is affected.
  5. One criticism or limit.
  6. A 150-word answer you can say aloud.

If you cannot fill line 3, the item is probably a one-day headline. Skip it. Ten complete notes beat a 40-page dump.

A pilot’s choices, for Ethics and GS4#

The Indian Express reported that Captain Smit Machchhar, an Indian pilot with flydubai, was seriously injured after his co-pilot allegedly attacked him on flight FZ1073 from Dubai to Tel Aviv on 30 September 2026. The aircraft later landed at Tabuk in Saudi Arabia. The report says everyone on board was safe. Machchhar, though injured, unlocked the cockpit door so others could overpower the co-pilot, and two relief pilots then helped land the aircraft. Prime Minister Narendra Modi and President Droupadi Murmu praised his presence of mind.

Syllabus. Prelims: current events. Mains GS4: ethics, emotional intelligence, and professional duty. It also works as one line in an essay on courage.

What to revise. Cockpit doors were hardened after the attacks of 11 September 2001 so outsiders could not enter the flight deck. This incident, as the paper’s Explained note put it, raised a different problem: a threat from inside the cockpit. A rule that protects passengers can also delay help. In an answer, define professional ethics as competence plus duty to others, then close with the limit: one act of courage does not replace screening and training. The report is an allegation, not a court finding. In an interview, say “as reported.”

India’s proposal on the Russia-Ukraine war, for GS2#

The same UPSC Key reported that, on 2 October 2026, Ukraine’s Foreign Minister Andrii Sybiha called India’s proposal the most comprehensive of four Ukraine had received, from India, Turkey, Egypt, and the United States. He described it as the first such signal from India since the war began in February 2022. In that account, Ukraine was ready to consider an energy and agricultural truce in the Black Sea and an unconditional ceasefire along the line of contact, covering attacks on energy and port infrastructure as well as combat. The report also recalled Prime Minister Modi’s 31 August 2026 meeting with President Putin in Bishkek, on the sidelines of the SCO summit, and the line that this is not an era of war.

Syllabus. GS2: India’s interests abroad, and international institutions. Do not guess at clauses of a proposal that have not been published.

Static links.

  • Talking to both Moscow and Kyiv, without joining a military bloc, is strategic autonomy in practice. Fuel, fertiliser, and food are the interests to name.
  • The Black Sea matters because grain and shipping costs travel beyond the battlefield. The paper noted External Affairs Minister S. Jaishankar’s September visit to Kyiv and the effect on Indian seafarers and supplies for the Global South.
  • A conversation on the sidelines of the SCO is not a treaty. Say what was claimed, and what is still only a proposal.

Mains angle. “India can mediate because it is acceptable to both sides” is only half an answer. Mediation fails if either party thinks you have already chosen the other, and India also has energy and defence ties to protect. Close on dialogue and a limited truce on food and energy routes, not on a claim that New Delhi can impose terms.

El Niño, a weak monsoon, and ecological stress, for GS1 and GS3#

An Indian Express editorial, as summarised in that UPSC Key, said India had recorded a 12.6 per cent rainfall deficit in the southwest monsoon, and that the India Meteorological Department expected extremely dry conditions over most of the country for the rest of the year. A strengthening El Niño, it argued, can cut water in rivers and wetlands and stress farms, forests, and oceans. Two forests with the same deficit can still fare differently because soil moisture, vegetation, groundwater, and human pressure differ. The piece asked for satellite data plus field checks, including Uttarakhand’s sensors at Vasundhara Tal.

Syllabus. GS1: geophysical phenomena. GS3: environment and disaster management. Prelims can test the mechanism. Learn El Niño once, then hang this year’s deficit on it.

El Niño is the warm phase of equatorial Pacific sea-surface temperatures. Link it with a weaker monsoon and stress on rain-fed farming, and do not claim every drought is El Niño. The editorial’s point is ecological stress after a deficit. Rainfall maps do not show whether a wetland still has groundwater or whether a forest is ready to burn. The paper also connected a thinner Himalayan snowpack with forests that can burn before spring, and with glacial lakes that need local sensors. An early warning at a lake matters only if the district has a plan for villages downstream.

In Prelims, do not upgrade the deficit into “drought declared everywhere.” In Mains, pair the 12.6 per cent figure with the monitoring point, or drop the number and keep the mechanism.

Gandhi and democracy, for GS1, GS2, and GS4#

Around Gandhi Jayanti, political scientist Hilal Ahmed argued in the paper that Gandhi is remembered for Satyagraha, but his writings also push humane and decentralised institutions. He was critical of the modern state, yet he tied loyalty to an institution to whether it helps the person and the nation grow, and he wanted an electorate that was impartial rather than tied to private favours.

Syllabus. GS1: modern history, thinkers. GS2: democracy, civil society, decentralisation. GS4: moral thinkers and public life.

Do not write a biography. Use three ideas: means and ends (truth and non-violence, not only winning office); public opinion as a civic tool when news and propaganda blur; and decentralisation as a bridge to the 73rd and 74th Amendments. One institution, one ethical idea, and one limit, such as unequal access to information, is a complete 10-mark answer.

The Election Commission’s appointment, for GS2#

The 3 October key flagged a column on whether the choice of the Chief Election Commissioner and Election Commissioners can be more trusted. Revise the law, not the column.

Write this in your own words.

  • Article 324 vests superintendence, direction, and control of elections in the Election Commission.
  • In March 2023, the Supreme Court, in Anoop Baranwal, held that until Parliament made a law, the Chief Election Commissioner and Election Commissioners should be appointed on the advice of a committee of the Prime Minister, the Leader of the Opposition in the Lok Sabha, and the Chief Justice of India.
  • Parliament then passed the Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023. The selection committee under that law is the Prime Minister, a Union Cabinet Minister nominated by the Prime Minister, and the Leader of the Opposition in the Lok Sabha (or the leader of the largest opposition party). The Chief Justice is not on that committee.
  • A Search Committee headed by the Minister of Law and Justice, with two other members not below the rank of Secretary to the Government of India, prepares a panel of five persons.

Independence is also tenure and a process people can see. A criticism of the 2023 law is that the executive has a majority on the committee. A defence is that Parliament used the power the Court left to it, and the Leader of the Opposition still has a seat. Present both. If you cite a section, read the Act, not a headline.

What to do with the rest of October#

Add an item only if it hits the syllabus: a scheme, a judgment, a treaty, a report, a disaster, or a place you can map. At the end of October, compress the file to two pages for revision in May 2027. Merge loose PDFs with the merge PDF tool if you want one file on your phone.

FAQ#

Should I quote the 12.6 per cent monsoon figure in Mains?#

Only with the source in mind: an Indian Express account of the southwest monsoon deficit, with the IMD expecting a dry rest of the year. In the exam, “a rainfall deficit in the 2026 southwest monsoon, with a strengthening El Niño adding ecological stress” is safer than a lonely number you cannot defend.

How many items should I add each day?#

Two to five that survive the six-line test. The flydubai case is a GS4 and interview example, not a likely Prelims question, unless a formal report or a policy change follows.

Tonight’s revision#

Write the six lines for the Election Commission appointment and for El Niño after the monsoon deficit. Say one answer aloud. Leave the rest of the paper for tomorrow.
