How to Clear UPSC CSAT: The 33% Qualifying Paper

Every year, candidates who can clear General Studies still fail Prelims on the qualifying paper. They search “CSAT qualifying marks” in April, which is late. Paper II does not add to your rank. It can end the attempt. The CSE 2026 rules fix the minimum at 33 percent. On a paper of 200 marks, 33 percent is 66 marks. Aim higher than the line. A paper that “might be 66” is how people miss Mains.

The same notice says the Commission qualifies you for Mains only if you have that minimum on Paper II and you also meet the Paper I standard it sets that year. Extra CSAT marks do not buy a better rank. They only buy safety.

What the paper is#

Both Prelims papers are objective, two hours, and set in Hindi and English. Paper II is General Studies Paper II, usually called CSAT. The syllabus in the notification is short:

  • Comprehension
  • Interpersonal skills, including communication skills
  • Logical reasoning and analytical ability
  • Decision-making and problem-solving
  • General mental ability
  • Basic numeracy at Class 10 level, and data interpretation at Class 10 level (charts, graphs, tables, data sufficiency)

In recent years the paper has leaned on long comprehension passages and on numeracy, reasoning, and data. Interpersonal-skill theory is not a separate textbook subject. It shows up, if at all, inside passages and situations. Do not buy a personality-development book for this paper.

Previous papers are the syllabus in practice. One compilation of solved papers beats a new “CSAT trick” course. If you want a wider routine, the older CSAT strategy note is optional reading. The plan below is enough.

How the 66-mark line behaves with negative marking#

The penalty is the same idea as on Paper I: one-third of the marks assigned to that question for a wrong answer, and no penalty for a blank. Marking two bubbles is a wrong answer. The full guessing rule is in How Many Questions to Attempt in UPSC Prelims.

Recent CSAT booklets have used 80 questions. If that pattern holds, each question is 2.5 marks, and a wrong answer costs about 0.83 marks. Check the instruction on your booklet. Do not assume a question is “free” because it looks like a decision-making item. Unless the paper prints that a set has no penalty, treat every wrong bubble as a loss.

A safe target in mocks is the mid-80s or better, not 66 on the dot. Comprehension on the real day is slower than at home. A buffer covers one bad passage and two silly arithmetic slips.

You do not need to attempt all 80. Candidates clear by attempting a smaller set with high accuracy, especially if comprehension is their strength. Candidates also fail by attempting all 80 with blind maths guesses.

Find your paper in one sitting#

Before you build a three-month plan, sit one previous CSAT paper in two hours. No pause, no solutions beside you. Then sort every question:

  • Comprehension you got right. Protect this. It is your base.
  • Comprehension you got wrong. Usually a misread of “except,” “not,” or the author’s tone. This is a technique fix, not a new book.
  • Maths you can learn. Percentages, ratios, averages, time and work, speed, basic probability, and reading a table. Class 10 level means the ideas are limited. It does not mean the question is short.
  • Maths you should skip on exam day. A four-minute puzzle you cannot start. Mark the topic. If it still takes four minutes after two weeks of practice, it stays a skip.

People from a maths background often lose the paper on passages because they spend fifty minutes on arithmetic they enjoy. People from a humanities background often do the opposite. Your sort, not a topper’s, sets the weekly plan.

A weekly plan that fits CSE 2027#

Prelims is listed for 23 May 2027. You do not need CSAT every day from October. You do need it before the last month.

October to December 2026. One previous-paper section a week. Alternate a comprehension set and a numeracy set. Forty-five minutes is enough. Note the one topic that ate the time.

January to March 2027. Two short sessions a week, 45 to 60 minutes. Add data interpretation: one chart or table, five questions, timed. Keep a formula sheet of one page. If it grows past one page, you are collecting tricks you will not remember.

April to the exam. One full paper a week, in two hours, with the penalty applied. Review the same day. The CSE 2027 plan already puts full mocks in this window. Do not drop CSAT to “finish the environment book.”

On a job or a college timetable, keep the weekend paper and drop a weekday session. Skipping whole months is what creates the April panic.

How to take a comprehension passage#

Read the questions before the passage only to see what is asked: main idea, inference, or a fact. Then read the passage once, slowly enough to know each paragraph’s job.

  • Prefer the option that the passage supports. Outside knowledge is a trap. The passage can state something you disagree with. Mark what it says.
  • “Inference” still has to follow from the text. A clever leap is usually wrong.
  • If two options look right, the broader one often adds a claim the author did not make. Cut that claim.
  • Skip a passage that is still muddled after one reading. Do an easier passage or a short maths set, then return if time remains. Dying inside one passage is the usual way a qualifying score disappears.

Practise on paper. A phone screen hides how long the real passage is.

How to take the numeracy#

Write the Class 10 tools you will actually use:

  • Percent and fraction conversion
  • Ratio and average
  • Profit and loss, simple interest
  • Time, speed, distance, and time and work
  • Reading a bar, a pie, and a table without a calculator

You will not have a calculator. Approximation is allowed when the options are far apart. It is dangerous when the options are close. Look at the options before you compute four-digit products.

Set a personal time cap. If a question is not moving at the ninety-second mark, star it and leave. Come back only in the second pass, and only if you can see the method. That rule, plus the two-option guessing rule, is the whole exam-day policy.

Data interpretation is often the best return for a non-maths candidate. The arithmetic is ordinary once the chart is read correctly. Most errors are “which year” and “which unit,” not algebra.

Exam-day order#

Start with the block you sorted as reliable. For many candidates that is comprehension. For some it is short arithmetic. Do not start with the hardest puzzle to “get it over with.”

After about 70 minutes, check the count of questions you are confident about. If you are already in a safe band, spend the rest of the time on careful two-option items and on bubbles. If you are short, you still do not blind-guess the rest of the paper. Add only the items where one option is dead.

Leave five minutes to check that the bubble row matches the question number. A shift of one row can turn a clear paper into a fail, and there is no negative-marking trick that fixes it.

FAQ#

Is 66 marks enough?#

Thirty-three percent of 200 is 66. That is the minimum described by the rule, not a comfortable score. In mocks, treat anything under the mid-70s as a paper you have not secured. On the day, give yourself a margin for a slow passage.

Does CSAT have negative marking?#

Yes, unless a particular question’s instruction says otherwise. The CSE 2026 rule deducts one-third of the marks assigned to that question for a wrong answer. A blank has no penalty.

Can I clear CSAT with comprehension alone?#

Sometimes, if you are accurate and the paper has enough passages. Do not bet the attempt on it. Add data interpretation and the short numeracy topics so one hard passage cannot sink you.

When should a 2027 starter begin?#

A weekly section from October is enough. Full timed papers should be a weekly habit by April 2027. Starting from zero in May is how strong GS candidates lose the attempt.

The next paper#

Download one previous CSAT paper today. Sit it for two hours. Count your score after the one-third penalty, then circle the ten questions that were either quick data sets or short comprehension. Those ten are next week’s practice. Leave the four-minute puzzles until the easy marks are boringly reliable.
